On March 5, the European Commission put forward an Action Plan for the European automotive industry and announced intent to propose a “focused amendment” to the carbon dioxide (CO2) standards regulation that would allow vehicle manufacturers to meet the compliance targets by averaging their performance over a 3-year period (2025 to 2027) instead of having to meet them in 2025.
