Gridlock brings <a href=\"https:\/\/www.journals.uchicago.edu\/doi\/10.1093\/reep\/req019\"><span class=\"s1\">prolonged commute times, excessive fuel consumption, air and noise pollution, and elevated greenhouse gas emissions.<\/span><\/a> The National Capital Region has been in the <a href=\"https:\/\/www.business-standard.com\/india-news\/stuck-in-traffic-gurugram-to-delhi-now-takes-longer-than-flying-to-mumbai-124111100685_1.html\"><span class=\"s1\">spotlight<\/span><\/a> as traffic has worsened with urban sprawl. According to research published by the <a href=\"https:\/\/theicct.org\/wp-content\/uploads\/2022\/01\/ICCT_factsheet_health_impact_airpollution_Delhi_20190705.pdf\"><span class=\"s1\">International Council on Clean Transportation (ICCT)<\/span><\/a>, on-road vehicles were responsible for nearly three-quarters of the transportation health burden in New Delhi in 2015.<\/p>\n<p class=\"p1\">To address peak-hour congestion, <a href=\"https:\/\/economictimes.indiatimes.com\/news\/india\/soon-you-may-have-to-pay-congestion-tax-for-entering-delhi\/articleshow\/114213758.cms?from=mdr\"><span class=\"s1\">Delhi\u2019s government reportedly plans to introduce a pilot congestion tax<\/span><\/a> that would charge drivers who use select roadways during busy periods. Also known as congestion pricing, this aims to ease traffic and reduce pollution by discouraging unnecessary trips and encouraging drivers to use alternative routes, travel at off-peak times, shift to public transport, or share rides (and fees) with others. A 2010 <a href=\"https:\/\/theicct.org\/wp-content\/uploads\/2021\/06\/congestion_apr10.pdf\"><span class=\"s1\">study<\/span><\/a> by the ICCT found that congestion tax schemes in London, Singapore, and Stockholm reduced congestion by 13%\u201330% and greenhouse gas emissions by 15%\u201320%.<\/p>\n<p class=\"p1\">This isn\u2019t the first time Delhi has considered congestion pricing. Proposals in 2009 and 2018 failed to advance. Still, as Delhi looks ahead to its congestion tax pilot, I\u2019ll highlight experiences from other cities that can provide valuable insights into how these schemes could be employed to effectively reduce traffic and air pollution.<\/p>\n<p class=\"p1\"><b>Dynamic pricing<\/b><\/p>\n<p class=\"p1\">Delhi\u2019s pilot would reportedly charge vehicles entering the city at 13 major entry points during morning and evening peak hours. With over <a href=\"https:\/\/transformative-mobility.org\/wp-content\/uploads\/2023\/12\/Delhi-Deep-Dive_Rev_KP_SK.pdf\"><span class=\"s1\">1.1 million vehicles<\/span><\/a> entering and exiting daily, this makes sense, as such corridors are often heavily congested. A 2016 Centre for Science and Environment (CSE) <a href=\"https:\/\/www.hindustantimes.com\/delhi\/5-7-lakh-vehicles-enter-delhi-daily-equal-to-number-of-vehicles-registered-in-a-year\/story-oYdVmxjFFrl5QamvoH4SJM.html\"><span class=\"s1\">cross-border traffic survey<\/span><\/a> at nine major entry points to Delhi accounting for about 70% of traffic into the city found that the number of personal and passenger cars and two-wheelers entering daily was about the same as the number of vehicles registered in the city in a year.<\/p>\n<p class=\"p1\">At the same time, with over <a href=\"https:\/\/indianexpress.com\/article\/cities\/delhi\/vehicles-remain-largest-contributors-to-delhis-pollution-with-numbers-growing-every-year-9682620\/\"><span class=\"s1\">1,800 new vehicles added to the Capital\u2019s roads daily<\/span><\/a>, an entry-point congestion tax during peak hours could miss an opportunity to address a large portion of daily vehicle emissions. Another CSE study estimated that the traffic at surveyed border points contributed just <a href=\"https:\/\/www.epca.org.in\/EPCA-Reports1999-1917\/Report-no.48.pdf\"><span class=\"s1\">10% of the total pollution loads<\/span><\/a> emanating from the transport sector in Delhi. Administering taxes only at peak hours can also mean overlooking emissions during off-peak times, including those from heavy-duty vehicles, which are responsible for <a href=\"https:\/\/www.epca.org.in\/EPCA-Reports1999-1917\/Report-no.48.pdf\"><span class=\"s1\">20%\u201330% of transport sector pollution in Delhi<\/span><\/a> and operate predominately outside of peak hours.<\/p>\n<p class=\"p1\">Other countries have sought to balance pollution and emission reduction aims against commuter access through dynamic pricing schemes that apply city-wide and have fees that rise at times of high congestion and drop during less busy times. In Singapore, an early pioneer in congestion pricing, charges are <a href=\"https:\/\/www.sice.com\/en\/insigths\/dynamic-pricing-strategies-a-way-of-improving-traffic-efficiency-and-sustainability\/\"><span class=\"s1\">regularly reviewed and adjusted<\/span><\/a> in response to changes in traffic patterns. Rates vary throughout the day and rise and fall gradually around periods of high traffic, which helps avoid surges before and after the designated peak hours.<\/p>\n<p class=\"p1\"><b>Targeting the most polluting vehicles<\/b><\/p>\n<p class=\"p1\">Delhi reportedly plans to impose charges on most vehicles but <a href=\"https:\/\/economictimes.indiatimes.com\/news\/india\/soon-you-may-have-to-pay-congestion-tax-for-entering-delhi\/articleshow\/114213758.cms?from=mdr\"><span class=\"s1\">exempt two-wheelers and electric vehicles<\/span><\/a>. Congestion pricing programs in other countries have also provided discounts or exemptions for certain travelers, such as for residents of the <a href=\"https:\/\/tfl.gov.uk\/modes\/driving\/congestion-charge\/discounts-and-exemptions\"><span class=\"s1\">designated taxation area<\/span><\/a>, diplomatic vehicles, and emergency vehicles.<\/p>\n<p class=\"p1\">However, in Delhi, discounts and exemptions for any personal or commercial vehicle may risk undermining the core congestion and emission reduction aims of the schemes. For instance, two-wheelers, <a href=\"https:\/\/www.cseindia.org\/Mobilitycrisis-note.pdf\"><span class=\"s1\">with reportedly about 1,100 new registrations\u00a0 each day<\/span><\/a>,\u00a0 are roughly one in three vehicles on the road and are the second-largest contributor to transport pollution, according to <a href=\"https:\/\/www.teriin.org\/sites\/default\/files\/2018-08\/Report_SA_AQM-Delhi-NCR_0.pdf\"><span class=\"s1\">The Energy and Resources Institute<\/span><\/a>. Lessons can also be drawn from Delhi\u2019s own 2016 odd-even scheme, which aimed to reduce pollution by restricting the operation of vehicles based on license plate number and exempted two-wheelers, women-only vehicles, and taxis, among others. Observers assessed that the program had<a href=\"https:\/\/www.firstpost.com\/explainers\/delhi-odd-even-car-scheme-air-pollution-effective-13357202.html\"><span class=\"s1\"> min<\/span><span class=\"s1\">imal<\/span> impact<\/a> on pollution due in part to an increase in the use of exempted vehicles.<\/p>\n<p class=\"p1\"><b>Pricing framework<\/b><\/p>\n<p class=\"p1\">Policymakers in other countries have wrestled with how to set congestion charges high enough to encourage reductions in vehicle use without placing a disproportionate financial burden on low-income travelers. In the 1970s, Singapore\u2019s congestion toll led to a <a href=\"https:\/\/www.hindustantimes.com\/cities\/delhi-news\/if-you-wait-till-everybody-owns-a-car-everybody-will-vote-against-road-pricing-policy-says-walter-theseira-101696165620780.html\"><span class=\"s1\">larger-than-expected drop in traffic<\/span><\/a> that raised commuter welfare concerns. More recently, London revised its fee upward to maintain effectiveness in response to <a href=\"https:\/\/www.theguardian.com\/politics\/2014\/jan\/06\/london-congestion-charge-to-rise-fifteen-per-cent\"><span class=\"s1\">inflation<\/span><\/a>.<\/p>\n<p class=\"p1\">There are other strategies. Currently, pricing in <a href=\"https:\/\/www.edf.org\/sites\/default\/files\/6116_SingaporeTraffic_Factsheet.pdf\"><span class=\"s1\">Singapore<\/span><\/a> and <a href=\"https:\/\/urbanaccessregulations.eu\/countries-mainmenu-147\/italy-mainmenu-81\/lombardia\/milan-area-c-charging-scheme\"><span class=\"s1\">Milan\u2019s Area C<\/span><\/a> varies by vehicle size and heavier, more polluting vehicles pay higher charges than lighter ones. This reflects their greater impact on both traffic congestion and pollution levels. Remote sensing, a method used to monitor real-world tailpipe emissions, could offer support for tailoring congestion prices to the emissions of different vehicles. This technology has been deployed in Europe, the United States, Spain, Sweden, and elsewhere to identify high- and low-emission vehicles and detect possible vehicle tampering. <a href=\"https:\/\/theicct.org\/publication\/rw-motor-vehicle-exhause-emissions-delhi-gurugram-remote-sensing-aug24\/\"><span class=\"s1\">A recent ICCT study<\/span><\/a> that took measurements via remote sensing in Delhi and Gurugram highlighted the difference between real-world tailpipe emission levels and laboratory limits and the need for advanced techniques for emissions monitoring.<\/p>\n<p class=\"p1\">A review of <a href=\"https:\/\/ops.fhwa.dot.gov\/publications\/fhwahop08040\/fhwahop08040.pdf\"><span class=\"s1\">congestion pricing pilot programs in U.S. cities<\/span><\/a> identified a number of possible approaches to mitigate the impacts of these schemes on low-income groups, including discounts, exemptions, and rebates. Such measures aim to minimize the financial burden on disadvantaged communities while maintaining the program\u2019s effectiveness. Additionally, cities like <a href=\"https:\/\/kth.diva-portal.org\/smash\/get\/diva2:1809398\/FULLTEXT01.pdf\"><span class=\"s1\">Bogot\u00e1<\/span><\/a> (Colombia) have adopted approaches that consider drivers\u2019 income level alongside vehicle emissions to establish an equitable pricing structure.<\/p>\n<p class=\"p1\"><b>The role of public transportation and supportive policies<\/b><\/p>\n<p class=\"p1\">Delhi has more than <a href=\"https:\/\/www.business-standard.com\/india-news\/avg-daily-passengers-count-in-dtc-buses-yet-to-reach-pre-covid-levels-124030101054_1.html\"><span class=\"s1\">7,500 buses<\/span><\/a> in operation and over 390 km of <a href=\"https:\/\/delhimetrorail.com\/\"><span class=\"s1\">metro connectivity,<\/span><\/a> including links to other major cities. Still, challenges persist, including <a href=\"https:\/\/www.youthkiawaaz.com\/2023\/09\/a-long-wait-for-an-effective-public-transport-system-in-delhi\/\"><span class=\"s1\">irregular bus frequency, overcrowding during rush hours<\/span><\/a>, <a href=\"https:\/\/www.indiatoday.in\/india\/story\/delhi-dtc-buses-condition-maintenance-cluster-low-floor-1616827-2019-11-07\"><span class=\"s1\">poor conditions<\/span><\/a><span class=\"s1\"> of the bus<\/span>, <a href=\"https:\/\/www.downtoearth.org.in\/air\/how-accessible-connected-is-delhi-not-much-says-new-cse-study-78245\"><span class=\"s1\"> and last-mile connectivity issues for metro users<\/span><\/a>. Ensuring that the public transit system is reliable, well-integrated, and equipped for last-mile connectivity through feeder bus services and pedestrian and cycling infrastructure is critical to realizing the shift away from private transport envisioned under congestion tax schemes. Indeed, congestion pricing was also considered recently in <a href=\"https:\/\/economictimes.indiatimes.com\/news\/bengaluru-news\/bengaluru-plans-london-type-congestion-tax-here-are-the-9-selected-roads-how-it-will-be-collected\/articleshow\/103858351.cms?from=mdr\"><span class=\"s1\">Bangalore<\/span><\/a> and <a href=\"https:\/\/citizenmatters.in\/mumbai-traffic-solutions-congestion-pricing-vs-public-transport\/\"><span class=\"s1\">Mumbai<\/span><\/a><span class=\"s1\">,<\/span> but it stalled due to concerns about the capacity of the <a href=\"https:\/\/www.moneycontrol.com\/news\/business\/mc-explains-why-congestion-tax-is-unlikely-to-be-implemented-in-bengaluru-anytime-soon-11489491.html\"><span class=\"s1\">public transport system<\/span><\/a> to provide sustainable alternatives to private vehicle users.<\/p>\n<p class=\"p1\">Other cities have used revenues from congestion pricing to pay for upgrades to the public transit system. In London, the net revenue from congestion pricing has <a href=\"https:\/\/theicct.org\/wp-content\/uploads\/2021\/06\/congestion_apr10.pdf\"><span class=\"s1\">supported<\/span><\/a> efforts to enhance bus fleets, expand bicycle and pedestrian lanes, improve road safety, and more. Cities <a href=\"https:\/\/theicct.org\/wp-content\/uploads\/2023\/10\/Low-and-zero-emission-zones-equity-Working-Paper-23-A4-v2.pdf\"><span class=\"s1\">like London, Paris, and Brussels<\/span><\/a> have implemented scrappage programs that provide subsidies to retire older, higher-emitting vehicles and encourage a shift to public transit or cleaner private vehicles. Furthermore, initiatives like <a href=\"https:\/\/www.hindustantimes.com\/cities\/delhi-news\/mohalla-bus-trials-launched-on-two-new-routes-101724869007988.html\"><span class=\"s1\">Delhi\u2019s Mohalla bus scheme<\/span><\/a>, a feeder bus service designed for neighbourhood-level operations, are expected to bridge the last-mile connectivity challenges by deploying 9 m zero-emission buses at scale.<\/p>\n<p class=\"p1\">In considering congestion taxing to help address poor air quality, Delhi has the opportunity to draw on global insights and establish a strong precedent for tackling traffic congestion and air pollution together. Success in this would promote sustainable urban mobility that offers a safer, healthier environment for its
