Since 2024, China has offered national-level incentives to phase out outdated products and equipment under the Large-scale Equipment Renewal and Trade-in of Consumer Goods Policies. In Jan 2025, the National Development and Reform Commission and the Ministry of Finance jointly announced the enhancement and expansion of the incentive programs in 2025. This update explores the scope and incentives of the 2025 transportation equipment scrappage and replacement program and provides a comparison with the 2024 program.

The incentive policies cover a wide range of transportation equipment, including passenger cars, trucks, new energy buses and batteries, ships, and off-road agricultural machinery. Compared with the 2024 program, the 2025 program broadly follows the previous design, while extending the eligibility criteria and enhancing the incentive levels.

Highlights of the 2025 incentive policies include:

  • The eligibility age of scrapping incentive for old passenger cars was extended in 2025, while the subsidy amounts remain at ¥15,000 for the replacement of an old car with a cleaner fossil fuel-powered car and ¥20,000 for replacing it with a new energy car.
  • The old commercial China IV trucks are newly eligible for the program in 2025. Truck owners continue to receive subsidies for their early scrapping of old trucks before the mandatory retirement age and can receive additional subsidies for replacing them with new China VI trucks or new energy trucks, with the total subsidy amounts ranging from ¥10,000 to ¥140,000.
  • The overall average subsidy per vehicle increased from ¥60,000 to ¥80,000 for the renewal of city buses aged 8 years and older, as well as batteries that are beyond their warranty period or do not meet safe operating conditions.

Inland Waterway Transport (IWT) moves about 8% of all U.S. freight each year, making it a vital conduit for both domestic and international trade. The network connects industrial and agricultural sectors with 25,000 miles of navigable waterways and channels. IWT has an advantage in shipping capacity, especially for bulk and liquid cargo. Additionally, IWT emits fewer air pollutants and has a smaller carbon footprint on an energy-equivalent basis than road and rail transport.

目前,中国正在着手制定未来五年的环境和交通发展战略,本报告对中美两国货运铁路系统的发展历史和现状进行了对比,并分析考虑了一些影响两国货运铁路发展的潜在宏观经济和政策因素。文中着重介绍了美国实施的货运铁路体系架构,该架构专注于创建高效的货运系统,大力发展多式联运。

近几十年来,无论在货运量还是货运周转量方面,中美两国均是公路货运在货运市场中的份额增长最快,而铁路和水路运输发展相对缓慢。然而,随着美国推广了跨区域协作运输体系,大力发展多式联运,铁路运输的市场份额也随着多式联运的发展而增长。跨区域协作运输重新构建了美国的货运系统,重新确立了市场价格,为运输模式的选择提供了更大的灵活性,并在货运活动量增长的前提下帮助减少了货运行业的污染排放。

Inland waterway transport (IWT) performs as a very cost-effective and low-carbon way among all freight modes. In the European Union (EU), the IWT keeps a 2% share of all freight activities for years. As the EU continues to pursue its climate objectives, including its aim to shift more than 50% of road freight over 300km to IWT or rail in 2050, and increase IWT and short-sea shipping by 50% in 2050 compared with 2015, IWT in EU has the potential to enjoy great development and provide valuable experiences to the world.

The brief provides an overview of the IWT system in the EU, reviewing its basic information, historic development and status quo of the freight activity patterns based on solid EU database, especially the intermodal freight activity in IWT. It also provides an overview of key elements of the IWT policy and regulatory framework in the EU and major stakeholders involved in the sector.
